Three impaired semi drivers busted near Airdrie
It's been a busy month for members of the Airdrie Integrated Traffic Unit and officers from the Commercial Vehicle Enforcement Branch of the Office of the Solicitor General, located at the Balzac Commercial Vehicle Inspection Station near Airdrie, Alberta.
In the month of February, three different drivers of full sized commercial semi tractor trailer units were removed from our roadways after alcohol impaired driving investigations.
The first case occurred on February 8th, 2014 at 8:00pm. A 50 year old male from Chelmsford, Ontario was driving full sized semi tractor trailer loaded with non hazardous materials into the Balzac Vehicle Inspection Station. An alert Commercial Vehicle Enforcement Officer observed that the driverappeared to be having difficulties handling the 34,000 kilogram semi truck as it was pulling into the scales. The Commercial Vehicle Enforcement Officer went out to speak to the semi driver and noted signs of impairment and called the police. A member of the Airdrie Integrated Traffic Unit attended, and the male was subsequently processed for impaired driving at the Airdrie RCMP Detachment, resulting in two breath samples being obtained that were over the legal limit. Criminal Code impaired driving charges are pending.
The next two cases occurred on Tuesday February 11th, 2014. A concerned citizen called the Balzac Commercial Vehicle Inspection Station and provided anonymous information that two semi truck drivers had been observed consuming liquor at a local truck stop. The caller believed the trucks might be headed north bound on Highway #2. The two empty semi trucks were intercepted shortly after5pm and impaired driving investigations were started with both drivers. The driver of the first truck, a 41 year old male from Vancouver, BC provided a breath sample into a roadside screening device, resulting in a 72 hour Immediate Roadside Sanction. The driver of the second truck, a 38 year old male from Calgary, Alberta, failed the roadside screening device and was subsequently processed for impaired driving at the Airdrie RCMP Detachment, where he provided two breath samples that were over the legal limit. Criminal Code driving charges are pending against this male as well.
All three semi trucks were towed and seized for the mandatory three day vehicle seizure. The two driver's who are facing Criminal Code charges have also had been served with immediate and indefinite driving suspensions.
Sadly, these three drivers have not only taken their own lives into their hands, but, the lives of so many other motorists in Alberta. It is scary to think what could have happened had it not been for the excellent work of the officers involved and the excellent working relationship between the Commercial Vehicle Enforcement Officers and the officers at the Airdrie Integrated Traffic Unit.
Impaired driving is one of the top priorities of the Integrated Traffic Units in the Province of Alberta. Integrated Traffic Units consist of RCMP Traffic Services members and Sheriff Highway Patrol officers working together in a collaborative effort to deliver effective and efficient traffic safety services to Albertans, with a focus on identified enforcement priorities.

The ’79 Pontiac LeMans has been painted in 1979 era RCMP blue and white and fitted with a 350 cubic inch engine producing 425 horsepower. The car is used in the YIELD (Youth Initiatives & Education in Lifestyles & Driving) program, a legal racing program designed to encourage youth to make smart decisions, both on and off the road.
Police volunteers with the YIELD program travel to schools and community events to promote education and healthy lifestyle choices for youth. And those with a taste for speed can challenge the YIELD car and its team at legal drag races at Castrol Raceway in Nisku Friday nights from April 25 through October 11, and at events at Central Alberta Raceways. “On Friday nights all summer, the YIELD team is there ready to take on anyone who wants to legally race the police,” says Constable Lee Watt of Red Deer City RCMP. “Challengers get a t-shirt that says either ‘I raced the law and the law won’ or ‘I raced the law and I won.’ Whether we win or lose the race, it’s a lot of fun connecting with youth in this way.”
The YIELD team is made up of volunteer members from Edmonton Police Service and local RCMP detachments. “We know that collisions are responsible for many fatalities among youth aged 14 to 24,” says Cst. Watt. “The YIELD program is designed to address the interests of that age group while channeling them into safe outlets with educational components.”

A Calgary woman faces more than 60 charges, including theft and fraud, in connection with a motorhome time share scheme.
Government of Alberta investigators uncovered an apparent Ponzi scheme following a tip from Crime Stoppers. Between 2009 and 2012, several customers signed contracts with Pamela Vanberg and her businesses to buy time share-style use of a motorhome. After paying membership fees ranging from $5,000 to $45,000, the consumers allegedly did not receive access to the motorhome nor did they receive refunds as promised.
Some of the first consumers in the time share were allegedly refunded with money obtained from later consumers, resembling a Ponzi scheme. The majority of consumers allegedly did not receive any refund.
The seven victims represented in the charges allegedly lost a total of $118,852. Sixty-three Criminal Code and Fair Trading Act charges have been filed against Vanberg and her businesses, Calgary Motorhome Inc., and Canada Motorhome Inc.
In addition, Vanberg and her companies have been issued a director’s order under Section 157 of the Fair Trading Act to immediately stop accepting or collecting any funds from consumers until the business is in a position to provide the product or service specified.
Investigators believe there may be more victims and are encouraging anyone who experienced difficulties after entering into a contract with any of the accused parties to contact Service Alberta’s Consumer Contact Centre (toll-free in Alberta) at 1-877-427-4088.
Vanberg also operated companies with the following names that have not been charged: Calgary Motorhome Club, Canada Motorhome Club, AB Luxury RV Inc., AB RV, and RV Owner Group.
The case is scheduled to appear in Calgary provincial court on March 3, 2014.
Lethbridge Regional Police continue to investigate the death of a male whose body was found on the morning of February 26 inside a downtown bank, however foul play is not suspected.
At approximately 6:15 a.m. a concerned citizen contacted police to report a male passed out inside an ATM vestibule along the 700 block of 4 Avenue South. Police attended and located the male, who was found to be deceased. The male has been identified as a 38-year-old Lethbridge man of no fixed address. His body will be transported to the Calgary Medical Examiner’s office for an autopsy.
At this time there is no evidence to suggest foul play. As the matter does not appear to be criminal in nature no further information will be released.
Investigation leads to charges against time share company
Government of Alberta investigators uncovered an apparent Ponzi scheme following a tip from Crime Stoppers. Between 2009 and 2012, several customers signed contracts with Pamela Vanberg and her businesses to buy time share-style use of a motorhome. After paying membership fees ranging from $5,000 to $45,000, the consumers allegedly did not receive access to the motorhome nor did they receive refunds as promised.
“Contracts between consumers and companies form the backbone of our economy in Alberta. We actively preserve and protect contracts through strong legislation, and investigate and enforce those laws when necessary.” - Doug Griffiths, Minister of Service Alberta
