Canada-wide warrant issued for high-risk Lethbridge sex offender

In the interest of public safety, the Lethbridge Regional Police Service is issuing the following public warning in regard to a high risk sex offender, who is currently wanted on a Canada-wide warrant for breaching his release conditions.

Wanted: pedophile Vincent Palmer


William Vincent “Vinnie” Palmer, 23, is on Statutory Release and currently residing in Lethbridge after serving two-thirds of a three-year jail term for four counts of sexual assault against preteen and teenage girls between January 2007 to June 2009.

Palmer has a history of sexually assaulting girls and information in his file indicates he is a high risk to re-offend against female children under the age of 16. Palmer poses a significant risk of harm to the community, and in particular young girls.

The conditions of Palmer’s release include a requirement to reside at a specific residence as well as a prohibition from being in the presence of any female under 18 unless accompanied by a responsible adult who is aware of his criminal history and has previously been approved by his parole supervisor.

Palmer did not return to his approved residence and is currently unlawfully at large. A Canada-wide warrant was subsequently issued for his arrest.

The Lethbridge Regional Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform members of the community of Palmer’s risk to re-offend. Police believe there is a significant risk to the health or safety of the public.

Residents are advised that the intent of this process is to inform the community of Palmer’s presence and the potential risk he poses. Police remind residents not to embark on any form of vigilante action.

Lloydminster RCMP seek public assistance to find missing man
Missing: Steven William Day
The Lloydminster Municipal RCMP is asking for the public’s assistance in acquiring information that will lead to the whereabouts of Steven William DAY.  DAY has been missing since November 16th  2013.  DAY does not have a fixed address and is known to frequent the North end of Lloydminster.  Steven DAY may also go by the name Steven MARTIN.  He is 34 years of age and is described as 5’6” tall, with an average build and weighs approximately 150 Lbs. He has light brown hair and a mustache and beard. He has a scar on his neck and is missing part of his tongue which affects his speech. Steven normally wears blue jeans, running shoes and a blue jacket with the word Whistler on the shoulder.

Highway 1 Re-Opened between Calgary and Strathmore

Strathmore RCMP Detachment have confirmed with Alberta Transportation that the Trans-Canada Highway # 1 has been re-opened for travel between Calgary and Strathmore to all vehicle traffic.

Highway 1 remains closed from Strathmore to Gleichen due to large snow drifts and cars that are still blocking the Highway. The main issue is the vehicle traffic that is blocking Highway 1 at Secondary Highway 21.  RCMP, Alberta Transportation, Volker Steven and tow companies are on site attempting to clear this traffic to re-open the Highway as soon as possible.

Caution is advised while driving as poor winter driving conditions still exist.  A reminder that if weather conditions become worst or accidents occur people travelling maybe stranded again for lengthy periods of time.  It is recommended that if you must travel, ensure you have emergency supplies, a full tank of gas, emergency equipment and blankets in case you get stuck.

Leduc Couple charged with Possession of Stolen Property

On November 30th, 2013, The Leduc RCMP received a call from a concerned citizen with regards to property being sold on a local media site that may have been obtained from a recent break and enter in Leduc, Alberta.  After a joint investigation by Leduc Municipal and Rural RCMP members it was determined that these Items described were reported stolen to the local authorities earlier this month.  Leduc RCMP members obtained a search warrant for the individuals address located in the City of Leduc and seized the stolen items.  Leduc RCMP arrested and charged two individuals for Possession of Stolen Property.

23 year old Paige REILING of Leduc Alberta, was arrested and charged with:

  • Possession of Property Obtained by Crime
  • Trafficking in Property Obtained by Crime over $5000, X 2


23 year old Nicholas JOB of Leduc Alberta, was arrested and charged with:

Leduc RCMP Respond to Multiple Vehicle Collisions due to icy road conditions

Leduc RCMP received numerous calls over the past week with regards to vehicle collisions and vehicles losing control on icy roads and going into the ditch.  The Leduc Municipal and Rural members as well as the Leduc Integrated Traffic Services Unit have responded too many of these calls over the past few days.  RCMP would like to advise motorists that winter road conditions are unpredictable and can change in the matter of minutes and that motorists should consider a few things when planning to travel at winter:

  • Reduce your speed when travelling during winter as road conditions are unpredictable and may appear to be clear and dry but could be icy.
  • The posted speed limit is intended for ideal road conditions and motorists can be charged with a traffic offence if you drive too fast for the conditions.
  • Make sure your headlights are on at all times - don’t rely on daytime running lights. Low beams are more effective than high beams in fog or heavy snow conditions. Turning your headlights on will activate your tail lights making you more visible to other motorists from behind.
  • Give yourself a greater distance between vehicles to allow your vehicle to stop safely if you have to brake suddenly.
  • If the road conditions are not safe for your vehicle to be out there, it is a good possibility it will take longer for emergency services to get to you if you go off the road.  Be sure to have a winter safety kit with you and warm clothing.
  • Never use cruise control in winter conditions.  Avoid sudden turns, lane changes or hard braking when unnecessary, as these moves may cause you to spin out of control.


December is Impaired Driving Awareness Month

Impaired driving is a crime and it will be treated as such. Alberta is getting tough on Impaired drivers. You will be caught!

  • Driving while impaired by drugs and refusing to comply with a demand for physical
  • Sobriety tests or to provide bodily fluid samples is a criminal offense.
  • Drivers who choose to drive impaired face not only the possibility of killing themselves,
  • their friends or someone else, but also very serious legal, financial, social and other
  • consequences. 
  • Make the right choice for everyone – don’t drive if you have been drinking or using
  • drugs.
  • Plan ahead for safe transportation. There are alternatives to impaired driving, Always prepare to use alternate transportation such as a Taxi or a sober designated driver.
  • If you encounter a suspected impaired driver, Contact 911 when safe to do so, on a hands free calling device if you are driving a vehicle, with the vehicle description and license plate number if possible.
  • You have a lot to lose: your freedom, job, dignity, even your life.- “Don’t Drink And Drive “ !!!



Impaired driving whether by alcohol or drugs imposes enormous costs on our society, Families, the health care system, the legal system. Insurance companies and the general public all pay the price for impaired drivers. If you drive impaired, your luck will run out – you will get caught. Even worse, you may be involved in a severe collision that harms someone you love.


  • Choosing to drive while impaired can get you a criminal record and will cost you: your
  • freedom, your dignity; your job; your chance of future employment and even your life.
  • If the police determine your ability to operate a vehicle has been impaired by alcohol or
  • drugs, even if your Blood Alcohol Concentration is below 80 mg, you can be charged
  • with impaired driving.
  • Police may disqualify you from driving for 24 hours if they believe your ability to drive is impaired.


Leduc RCMP would like to advise the travelling motorists that they will be out in full force during the month of December and will be conducting check stops and higher than average individual vehicle safety stops, and will be enforcing the Provincial and Federal Impaired Driving Laws as well as other traffic related offences.

Vehicles stolen in Cochrane

Cochrane RCMP were dispatched to two separate incidents involving vehicles stolen from residences situated at Bencroft Place in the Town of Cochrane.   Investigation determined the vehicle owners had arrived home and placed their keys in a visible area within the residence.  Between the hours of 11:00 pm on December 1st and 6:00 am on December 2nd,  Unknown culprit(s) entered the unlocked residence and proceeded to remove the keys and abscond with the vehicles.  Vehicles stolen are a 2008 Toyota Tundra, Sliver in color bearing  Alberta Licence plate 94J771, and a 2012 Dodge quad cab, grey in color bearing Alberta Plate BHB 4252.

Police would like to inform Cochrane residents of this safety concern to remind residents to be vigilant of suspicious persons or activities.  It is also a reminder to ensure all doors and windows of the residence are locked.

Rocky Mountain House Marihuana grow op busted

  • Marihuana Grow Operation investigation leads to eradication of 285 Marihuana plants at a rural residence near Rocky Mountain House, Alberta.

ALERT’s Combined Forces Special Enforcement Unit (CFSEU-Edmonton), Northern Alberta Green Team, and Rocky Mountain House RCMP detachment members conducted a Marihuana Grow Operation investigation and seized 285 marihuana plants with a street value of $342,000.

Police received a Crime Stoppers Tip about the grow, and on November 27, 2013 attended a rural property approx 20 kms East of Rocky Mountain House, and located grows inside the garage and dwelling house.

The investigation is still ongoing and no criminal charges have been laid at this time.

Downtown shooting in Fort McMurray

At 5:00 a.m. on Monday December 2, 2013 Wood Buffalo RCMP responded to a complaint of a shooting at 13221 MacDonald Drive. Upon police arrival it was confirmed that a Fort McMurray male had been injured due to the shooting. The victim was transported to hospital with non-life threatening injuries and has since been released. The exact nature and extent of the victim’s injuries are not being released pending further investigation.
At this time police do not believe that the general public is at risk. The investigation is continuing and police are asking anyone with information to contact the Wood Buffalo RCMP.

RCMP Calgary Major Crimes Unit arrest two individuals, one remains at large

RCMP Calgary Major Crimes Unit arrest two individuals in Ma Me O Beach, Alberta - On November 29, 2013, the RCMP Calgary Major Crimes unit with the assistance units from RCMP Edmonton and Wetaskiwin / Hobbema Detachments, have arrested and charged Lawrence Cutarm and Laron Cutarm in relations to an incident which occurred in Ma Me O Beach on August 3, 2013. A warrant of arrest has also been issued for Lee Cutarm who remains at large.

Lawrence Cutarm, 63-year-old of Ma Me O Beach was arrested without incident and has been released to appear in Wetaskiwin Provincial Court on December 12, 2013.

He has been charged with: 
  • Assaulting a peace officer with a weapon Section 270(1)(a) C.C.
  • Assault a peace officer 270(1)(a) C.C.
  • Driving while disqualified 259 (4) C.C. (2 counts) 
  • Impaired Operation of a motor vehicle Section 253 (1)(a) C.C. (2 counts)
  • Resist arrest Section 129 (a) C.C. (2 counts)
  • Intimidation of Justice System Participant Section 423.1(1)(b) C.C.
Laron Cutarm, 28-year-old of Ma Me O Beach was arrested without incident. He remains in custody and is set to appear in Wetaskiwin Provincial Court on December 10, 2013.

  • Intimidation of Justice System Participant Section 423.1(1)(b) C.C.
Lee Cutarm, 42-year-old of Ma Me O Beach remains at large and is wanted for:

An independent review of the incident of August 3, 2013 is underway by the Alberta Serious Incident Response Team (ASIRT). The RCMP will not be providing comment on the details of the incident or the investigation.

Furnaces stolen in Beaumont
On the weekend of November 1, 2013 two furnaces were stolen out of houses under construction in the southwest quadrant of Beaumont, the furnaces are TRANE model # TG 95060B12MP11. Due to the size of these items it is believed someone may have seen something or they may have been re-sold in the area.

If you think you may have purchased one of these furnaces please call Beaumont RCMP to compare the serial number to that of the stolen furnaces.

Culprit sought in Marwayne area highway hit and run

On December 1st, 2013 at approximately 7:30PM,  A semi truck was on Highway 897 just North of Marwayne in the North Bound lane. A Suspect vehicle described as a Black or Blue Dodge Ram one tonne was South bound when it entered the north bound lane almost causing a head on collision between it and the semi. The semi driver took evasive action and the suspect vehicle ended up striking the side of the semi trailer causing damage to the semi trailer. The Suspect vehicle failed to stop at the scene of the collision and continued south bound. 

The Suspect vehicle is described as a Blue or Black Dodge Ram one tonne truck with extended mirrors and yellow/orange clearance lights on the roof. This vehicle will likely have extensive damage to the driver side as a result of the collision.

RCMP Red Deer City investigate Armed Robbery
On November 28, 2013 at 1:17 am a male suspect entered the Glendale Express 24 located at 103 Greenham Drive, Red Deer, AB.  The suspect went directly to the cash register area, pushed the clerk in the stomach and told her not to move or look at him, or he would stab her.  The suspect took approximately $200 from the cash register, and a number of cigarette packs before fleeing the store.  No weapon was produced. No one was hurt in this incident.
The male suspect is described as:
  • approximately 5'8"
  • green eyes
  • thick eyebrows
  • a wide nose
  • the suspect had a mark on his left side of his face and had wrapped a white, long sleeve shirt around his face. 
  • he was wearing a black jacket
  • he spoke with an east coast accent

21 vehicle collision near Fort Saskatchewan

On December 1st, 2013 at approximately 2;00 pm Fort Saskatchewan RCMP received a complaint of a multi vehicle collision on Highway 16 between Range Roads 185 and 184.  Initial reports indicated there were approximately 10 vehicles involved and the eastbound lanes of travel were completely blocked.

RCMP members along with the Chipman, Lamont and Mundare Fire Departments responded, along with ambulance crews from Prairie EMS Lamont, Beaver EMS and Strathcona County EMS.   Once all emergency crews were on scene it was discovered that there were 21 vehicles involved in the collision.    

Three people had to be extricated from their vehicles, and all were transported to nearby hospitals with varying degrees of injury.  Other occupants of the vehicles were taken by bus to a nearby community hall so they can be checked over by EMS and treated for minor injuries, and so they can make arrangements for rides home.

As of 1630hrs police have temporarily rerouted eastbound smaller traffic down county roads, large transport trucks are stopped on Hwy 16 waiting for the lanes to be reopened.  Police anticipate the highway will be temporarily diverted for another 2 to 3 hours - Fort Saskatchewan RCMP will advise the public once the highway is reopened.
The cause of the accident is still under investigation. 


High risk violent offender Dean Zimmerman turns himself in

On December 1st, 2013 at approximately 8:50 a.m.,  Dean ZIMMERMAN turned himself in to Red Deer City RCMP officers. ZIMMERMAN was arrested on his outstanding Canada Wide Warrants and was taken into custody without incident.
ZIMMERMAN will appear before a Justice of the Peace on December 1st, 2013.
Red Deer City RCMP would like to thank the media and the public for their assistance and tips provided to the RCMP which resulted in the arrest of ZIMMERMAN.
