Two Edmonton Men Facing Kidnapping, Sex Assault Charges

The Edmonton Police Service has charged two men with numerous offences in connection with a weekend kidnapping and extortion attempt that saw a male victim rescued and safely returned to his family by EPS members. At approximately 6 a.m. on Saturday, Oct. 5, 2013, upwards of five, armed male suspects allegedly broke into a north-end residence and assaulted a male resident, before sexually assaulting a female resident also at the address.

It is reported that the male victim was forcibly taken from the home, while one accused stayed behind to watch over the female resident. Shortly thereafter, police were contacted by the female victim, who along with her young child had escaped their captor.

Northeast Division Patrol members converged on an address and arrested one of the suspects. Further investigations, then led police to a second suspect in the city’s west end, who was forcibly holding the male victim. The victim was then taken to hospital with serious, but non-life-threatening injuries.

Michael Andres Salvador-Bejarno, 22, is charged with kidnapping with a firearm for ransom.

Agouk Gugu Dang, 23, is charged with kidnapping with a firearm for ransom, unlawful confinement, assault with a weapon, possession of a loaded prohibited weapon, housebreaking and committing aggravated assault, sexual assault with a firearm, breach of order of probation and breach of recognizance.

Investigators are still searching for another three suspects, who are described as being black males. Investigators believe they may have used a white cube van during the kidnapping. Police are also looking for the public’s assistance in locating a four-door, black luxury sedan, possibly a BMW or Audi, which was also used during the crime.

The courts have granted a publication ban on anything, including the address of the victims, that would identify the victims.

Woman and small child killed in Thorsby area Highway 39 MVC
 
In the early hours of October 8, 2013 Thorsby RCMP attended the scene of a serious motor vehicle collision on Highway 39 just east of Range Road 33. A woman and a small child are deceased following a collision with a loaded semi trailer. The highway was closed for several hours and a collision reconstructionist was called to the scene. No other injuries were reported.

RCMP investigate collision on Pembina Bridge near Evansburg




Shortly before noon today, October 8, 2013, RCMP officers in Evansburg were dispatched to a two vehicles collision on Highway 16 East at the Pembina Bridge.  A farming combine was struck by a semi-truck pulling an excavator; therefore blocking the east bound lanes of the bridge.  Both drivers were taken to hospital by EMS with what appeared to be non-life-threatening injuries.

A small amount of diesel fuel from the semi-truck was contained and cleaned up.

RCMP collision analyst and Alberta Transportation are investigating the matter.

RCMP Spruce Grove/Stony Plain seeking public's assistance identifying break and enter suspects

Spruce Grove/Stony Plain RCMP are asking for the public's assistance identifying the two suspects pictured below.  At approximately 3:30 am on September 15th, 2013, surveillance cameras captured these two suspects cutting the lock to access a gated compound, and then cutting the lock to a sea container.  Once inside, they removed a chainsaw, wrenches, and a small Mig welder.



The compound is located just North of Highway 16 and Range Road 20, close to the junction of Highways 16 and 16A.

Coronation area Two Vehicle Collision on Hwy 872 results in charges

On October 7, 2013 at approximately 5:20 pm, on Highway 872 at the Battle River Bridge a two motor vehicle collision resulted in the serious injuries of three people. None of the injuries were life threatening. The Coronation RCMP, Fire Department and Castor Fire Department and EMS attended the scene. The collision scene was a result of a Jeep rear ending a pickup.  The injured were taken to local area hospitals and later transferred to the bigger centers. Speed and alcohol are factors in the collision.

One male was arrested for impaired driving with other charges pending. Matter still under investigating.

RCMP Canmore Weekly Media Release October 1 to October 8, 2013

In the early morning hours of October 4th, on the Trans Canada highway near Canmore, the Canmore RCMP stopped a vehicle for a speeding violation. Upon further investigation the vehicle was found to contain approximately 140 lbs of marihuana. A 31 year old man from British Columbia was arrested, and charges are pending.

During this period the Canmore RCMP also responded to 7 calls for disturbances, arrested and charged 1 impaired driver, suspended 2 drivers roadside for alcohol consumption, and responded to 11 driving complaints.

The Canmore RCMP reminds motorists that children are back in school, and, as such, they should be aware and drive with caution in and around school and playground zones.

RCMP Respond to Complaint of a Firearm Being Discharged at a Residence in Leduc County

On Saturday October 5th, 2013, at approximately 10:31 p.m., Leduc RCMP received a complaint of shots being fired at a rural residence in Leduc County, west of Township road 504.  Leduc City and Rural RCMP members immediately responded to the call and were assisted by Leduc Integrated Traffic services members, Sheriffs, RCMP emergency Response Team and Police Dog Services as well as a member from Devon, a nearby Detachment.

RCMP set up a containment area and through their investigation determined that two heavily intoxicated males were inside a residence and after a verbal confrontation, 3 shots were fired.  Residents of the household, three children and their mother were able to escape the residence before police arrived.

RCMP arrested and charged two males from the household without further incident.  No one was injured in the altercation.

The matter is still under investigation by the Leduc RCMP.  Names of those involved are not being released at this time, pending charges being laid.

RCMP Red Deer City Target Escorts, Street Workers and “John’s”

Throughout the week of September 30th to October 4th, 2013 Red Deer GIS (General Investigation Section), with the assistance of several other units, conducted a project which focused on locating and arresting escorts, street workers and “John’s”. In total 9 escorts, 7 street workers and 9 “John’s” were arrested.

All of the escorts and street workers who were arrested met with “K” Division  KARE Unit and Red Deer Domestic Violence Unit to provide safety planning and counseling.

Charges are pending against all 9 “John’s” who were arrested. In each case their vehicle was seized under Section 173.1 of the Traffic Safety Act and may be forfeited to the Crown.

An unintended outcome of this project was the identification of 3 foreign Nationals, 1 of which had an expired visitor’s VISA.

The units involved to make this project a success were: Red Deer GIS, Red Deer Street team, Red Deer Community Response Unit, Red Deer Domestic Violence Unit, ALERT (Alberta Law Enforcement Response Team), KARE and CBSA (Canada Border Services Agency)

It is an offence under section 213 (1) of the Criminal Code to communicate for the purpose of prostitution in a public place.

RCMP Spruce Grove/Stony Plain- BAIT cars are everywhere

Spruce Grove/Stony Plain RCMP want the public to know that bait cars are being used extensively throughout our area to deter vehicle thefts and apprehend suspects.  Bait cars include features such as GPS tracking, audio/video surveillance, and can be remotely monitored and controlled.  The Crime Reduction Unit has placed them throughout our detachment area, and those stealing bait cars will soon find themselves in jail.

Most recently, Jonathon Lee Daigle of Parkland County was arrested and charged after stealing a bait car.  He has been remanded into custody, and will appear in Stony Plain Provincial Court Wednesday, October 9th.

He faces the following charges:

  • theft over $5000
  • possession of stolen property
  • possession of break-in instruments
  • drive while disqualified
  • dangerous operation of motor vehicle
  • fail to comply with probation x 2

When the police and the community work together,  crimes such as thefts of vehicles can be greatly reduced.   Some simple rules to combat theft include:

  • always lock your vehicle and close your windows/sunroof
  • do not leave any property in your vehicle
  • keep any garage remote controls out of sight
  • keep your spare keys with you and ensure your valet key is removed from your vehicle
  • always park in well-lit areas near pedestrian traffic
  • after opening an automatic gate to enter underground parking, watch and wait for the door to close behind you

Again, the Spruce Grove/Stony Plain Crime Reduction Unit is actively deploying bait cars throughout the region, and thieves will be caught.

RCMP High Prairie seeking public assistance in convenience store altercation/abduction of woman investigation

High Prairie RCMP is seeking the public's assistance in determining the identity of 3 men and a woman involved in an apparent altercation at a convenience store located at 5219 48 Street in High Prairie.

On October 5, 2013 just after 10:00 p.m., police were informed of what appeared to be a verbal argument involving 3 men and a woman outside of the convenience store.  It is alleged that the woman was then forced into a black car with the 3 men after which they drove out of the store parking lot.

After being provided with a license plate number, police located the car on Highway 2 near Enilda (east of High Prairie) approximately 10 minutes after the incident occurred.  A pursuit ensued and lasted approximately 20 minutes.  The pursuit was ceased by police due to potential safety risks, and police lost sight of the vehicle.

On October 6, 2013 at 8:20 p.m., Fox Creek RCMP advised they had located the vehicle and stopped same.  The one male occupant fled on foot from the vehicle into a forested area, and despite efforts made by Police Dog Service, the male was not apprehended.

Police are asking for the public's assistance in determining the identity of the vehicle occupants, as well as the woman's well-being.  If you know the individuals, witnessed the event, and/or have information that may assist this investigation, RCMP request you contact the High Prairie Detachment at

Wood Buffalo Traffic stop results in drug warrant

Wood Buffalo RCMP have arrested and charged a 22 year old Edmonton woman with Possession of Cocaine for the Purpose of Trafficking and a further charge of Possession of Property Obtained by Crime. This was as a result of a routine traffic stop on Monday night, October 7th, 2013, at approximately 11:00pm in the Grayling Terrace area of Fort McMurray.

Police seized 97 grams of cocaine and $320.00 in cash. The woman remains in police custody and is awaiting court proceedings.

RCMP Red Deer City Lay Charges in Located Stolen Vehicle 

On October 6th, 2013 at approximately 3:30 a.m. Red Deer RCMP received a 911 call from a male who had witnessed Diesel Gas being stolen from the slip tank of his vehicle which was parked outside of his residence in the Deer Park area of Red Deer. The male approached the suspects who were attempting to steal the gas, the suspects then fled the scene in a white Ford truck. The male followed the suspects in his vehicle until the police arrived. Police located 2 males and 1 female, walking a short distance from where the white Ford was located, which was later determined to be stolen. All suspects matched the description that the witness had provided and were arrested.

18 year old, Jessie PROULX of Red Deer, Alberta has been charged with the following offences:
Section 355(a) Criminal Code – Possession of Stolen Property over $5000.00
Section 355(b) Criminal Code – Possession of Stolen Property under $5000.00

PROULX has been remanded in custody and will make his next court appearance in Alberta Provincial Court in Red Deer, Alberta on October 8th, 2013 at 9:30 a.m.

A male youth, who cannot be identified under the Youth Criminal Justice Act, has been charged with:
Section 355(a) Criminal Code - Possession of Stolen Property over $5000.00

RCMP advise the public that if they see criminal activity occurring to call 911 immediately and not to pursue any vehicle/person involved in criminal activity for their own safety.
